The Government of Karnataka has issued notifications dated 18.04.2026 under the provisions of the Karnataka Industrial Areas Development Act, 1966 (KIAD Act) for acquisition of land required for the Bengaluru Suburban Railway Project – Corridor-1, being implemented by K-RIDE.

The present notification pertains specifically to the Yelahanka–Devanahalli (Airport-side) stretch, marking a significant administrative step towards revival of the project, which had experienced prolonged delays in execution.

Extent and Location of Acquisition

As per the notified schedule:

  • Total extent: 30,933.72 sq. meters (approx. 7.64 acres)
  • Number of parcels: 50 survey numbers
  • Villages covered: Akkupete, Devanahalli, Hire Amanikere, Sanna Amanikere and Upparahalli

The acquisition is understood to be primarily for depot formation and allied railway infrastructure in the northern segment of the corridor.

Nature of Notification and Legal Position

The notifications issued under the KIAD Act, particularly under Section 28(1), carry immediate statutory consequences:

  • Restriction on Transfer

Upon publication of the notification, the landowners are restrained from effecting any sale, lease, exchange or other transfer of the notified lands without prior approval of the Special Land Acquisition Officer.

  • Bar on Post-Notification Improvements

Any structures, developments or improvements made subsequent to the notification shall not be taken into consideration for determination of compensation.

  • Compensation Framework

Compensation is to be determined in accordance with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, read with the provisions of the KIAD Act.

  • Possession and Further Proceedings

The present notification is a step in the acquisition process and will be followed by claims, objections (if any), award determination, and taking of possession.

Existing Constraints Noted in Notification

A review of the schedule indicates that certain survey numbers are subject to:

  • Pending civil litigation and interim orders
  • Revenue record inconsistencies / ownership discrepancies

Such issues may have a bearing on timelines for award and possession, and require case-specific verification.

Project Status – Clarification for Public

It is important to note that:

  • The current acquisition is limited to the Yelahanka–Devanahalli segment
  • The broader Corridor-1 extends from KSR Bengaluru City to Devanahalli
  • Land acquisition and civil execution for the Yeshwanthpur–Yelahanka stretch are still pending

Further, earlier tender processes for the city-side segment were cancelled/restructured, which contributed to the delay in implementation.

Interpretation

The present development indicates a phased implementation approach, wherein:

  • Priority appears to be accorded to airport connectivity and depot readiness
  • Remaining stretches are expected to be taken up upon resolution of tendering and acquisition issues

Accordingly, the notification should be viewed as a revival of execution activity, rather than completion of the acquisition process for the entire corridor.

Landowners and interested parties are advised to:

  • Verify inclusion of their lands in the notified schedule
  • Refrain from entering into transactions without statutory approvals
  • Seek legal advice on title position, compensation entitlement, and objection mechanisms
  • Monitor further notifications for adjoining stretches
