Intermediate Ring Road Reset: Govt Cancels 2023 Plan, Revives 2007 Alignment with Modifications

The Government of Karnataka has issued a significant order revisiting the Intermediate Ring Road (IRR) framework, bringing clarity after years of planning uncertainty.

Background to the Decision

The IRR project, originally notified in 2007, spans approximately 210 km, connecting key growth corridors including:

• Tavarekere

• Nelamangala

• Devanahalli

• Hoskote

• Anekal

The matter was under judicial scrutiny in W.P. No. 36596/2015, and the High Court of Karnataka directed the Government to take a final decision on the alignment.

Why was IRR–2023 withdrawn?

The 2023 revised alignment faced practical and financial constraints, including:

• Existing road widths ranging only 9m to 30m, against the proposed 90m IRR corridor

• Dense developments and approved layouts already along the alignment

• Significant land acquisition burden and compensation costs

• Integration conflicts with existing MDR/SH/NH road networks

What are the key modifications now?

• The 2007 alignment is largely retained, ensuring planning continuity

• Selective changes are made:

Near Nelamangala Planning Area

• Where it intersects with Town Ring Road

• Adjustments to align with Suburban Ring Road (2006 alignment)

Important Conditions Imposed

• Where IRR overlaps with State Highways / Major District Roads,

→ Development responsibility remains with the planning authority (BMRDA)

• The revised notification must strictly comply with the High Court directions
