The Gruha Jyothi scheme gives eligible domestic consumers in Karnataka free electricity up to the prescribed monthly limit. From 1 July 2026, the Energy Department has begun a fresh door-to-door verification of Gruha Jyothi beneficiaries, and ESCOM staff will visit homes to check records and update beneficiary details. This guide explains the documents required, why they are being asked, and the concerns being raised.
Background: what the notification says
The Gruha Jyothi Yojane was launched in July 2023 to give eligible domestic consumers in Karnataka free electricity up to the prescribed monthly limit of 200 units. The present door-to-door drive follows a Government Order dated 30 June 2026, which is an administrative direction to re-verify existing beneficiaries, not a new scheme.
Until now, ESCOMs held only basic details such as ESCOM name, account or connection ID, account holder name and address, type of occupancy, Aadhaar and mobile number. The notification directs staff to additionally collect ration card status, voter registration and EPIC number, a photograph, beneficiary category (SC / ST / OBC / Minorities / Others), income-tax or PAN status and profession. It also states that collection begins on 1 July 2026, that there is no separate payment for internet or data charges, and that the cost is to be met within available resources.

Frequently asked questions
Is Gruha Jyothi being stopped? No. The scheme continues. This is a verification and updation drive to confirm and classify existing beneficiaries.
Why is a PAN card being asked?To identify income-tax payers. If you have no PAN or are not a taxpayer, you can say so; PAN is sought only where applicable.
Why is a caste certificate needed for free electricity?The Government says it is to record the beneficiary’s category (SC / ST / OBC / Minorities / Others) for classification. Critics question the need, see the section below.
Will the staff take my original documents?No. Documents are shown for verification only. Do not hand over originals or pay any money, and deal only with authorised ESCOM staff.
