The circular, addressed to all Deputy Commissioners, refers to earlier Government communications and addresses long-pending issues relating to land conversion and revenue record updates.

The core clarification is that lands which had effectively undergone conversion prior to the statutory amendments (including those falling within the framework of the Karnataka Land Revenue Act, 1964) are to be treated under the concept of “deemed conversion.” This is intended to regularize cases where formal conversion orders were either delayed or not formally recorded despite factual conversion.

In furtherance of this, the Commissionerate has directed that:

  • Revenue authorities shall recognize such lands as deemed converted, subject to verification of records and applicable conditions.
  • The process of updating revenue entries, including mutation and related records, must be completed within a stipulated timeframe (generally within 30 days) from receipt of the application.
  • Deputy Commissioners are required to ensure time-bound disposal, with internal timelines also indicated for subordinate officers to process and report.
  • There is emphasis on avoiding procedural delays, especially in cases where applicants have already complied with earlier requirements or where records substantiate conversion status.

This direction is expected to ease bottlenecks in securing khata, mutation entries, and downstream approvals, which have historically been impacted by the absence of formal conversion orders.

From a legal and practical standpoint, this circular strengthens the position of landholders who have been relying on factual conversion and aligns administrative practice with the doctrine of substance over form. However, implementation will depend on how strictly field-level authorities adhere to the prescribed timelines and verification standards.
