BNCC to Intensify Stray Dog Control, Expand Shelters and Strengthen ABC Programme

The Bengaluru North City Corporation (BNCC) has directed officials to strengthen stray dog management efforts through intensified Animal Birth Control (ABC) surgeries, expanded shelter infrastructure, increased staffing, and enhanced public safety measures. The decisions were taken during a review meeting chaired by Commissioner Pommala Sunil Kumar on May 30, 2026.

Key Details:

• BNCC reviewed ongoing stray dog management measures, shelter development, and ABC programme implementation.

• Officials were directed to expedite the completion of ongoing dog shelter construction works.

• Service providers were instructed to address shortages of dog-catching staff and strengthen field operations.

• The meeting discussed the Supreme Court’s order dated May 19, 2026, concerning the management of dangerous and aggressive dogs posing risks to public safety.

• BNCC decided to establish an additional dog shelter with a capacity of 500 dogs at the Dasarahalli ABC Centre.

• During 2025–26, approximately 7,000 stray dogs underwent sterilization surgeries.

• Officials reported that nearly 60% of the estimated 65,041 stray dogs within BNCC limits have been covered under the ABC programme.

• Currently, around 25 dogs undergo sterilization daily. The Commissioner directed officials to increase the number to 40–42 surgeries per day, with priority given to female dogs.

• A target has been set to provide ABC surgeries and vaccinations to 12,000 stray dogs during the current year.

• BNCC aims to achieve approximately 30,000 ABC surgeries over the next one-and-a-half years through enhanced operational capacity.

• Officials must submit daily reports detailing the number of male and female dogs undergoing ABC procedures.

• The corporation is exploring the introduction of microchipping for dogs after sterilization and vaccination. Officials have been directed to study the technology and submit a report.

• Additional manpower recruitment through outsourcing will be examined to support programme implementation.

• Officials were also directed to study successful modern municipal slaughterhouses in other parts of the country and recommend best practices.
