Bengaluru North City Corporation (BNCC) has issued official guidelines regulating the feeding of street dogs within corporation limits. The guidelines aim to balance public health, safety, traffic movement, and animal welfare in accordance with Supreme Court directions, The Prevention of Cruelty to Animals Act, 1960, and Animal Birth Control Rules, 2023.

Key Details:

  • Feeding street dogs is not completely prohibited within BNCC limits.
  • Feeding activities must not:

Obstruct public movement

  • Create unhygienic conditions
  • Affect traffic flow
  • Endanger children or senior citizens

Restricted Areas for Feeding:

Feeders have been instructed not to feed dogs in:

  • Public roads
  • Footpaths
  • Bus stops
  • Markets
  • Schools and colleges
  • Hospitals
  • Anganwadis
  • Religious places
  • Playgrounds and sports clubs
  • Children’s play areas
  • High public movement zones

Approved “Feeding Spots”

  • Feeders must identify suitable feeding locations and inform:

Concerned zonal office

  • Animal Husbandry Department
  • BNCC officials will inspect locations before approval.

Approval Criteria

Official feeding spots will be approved based on:

  • Public safety
  • Hygiene standards
  • Traffic impact
  • Local residents’ opinion
  • Dog congregation behaviour
  • Public peace and order

Rules at Approved Feeding Spots

Feeders must:

  • Feed dogs only during designated timings
  • Clean leftover food and waste after feeding
  • Avoid blocking roads or footpaths
  • Prevent large gatherings of dogs
  • Avoid feeding near schools or hospitals during peak hours
  • Follow directions issued by BNCC and Police Department

  • Anti-Rabies Vaccination (ARV)
  • Mass Dog Vaccination (MDV)
