Bengaluru East City Directs Utility Agencies to Coordinate Infrastructure Works

The Bengaluru East City Corporation has directed all civic utility agencies to coordinate infrastructure projects to prevent repeated road excavation, improve road restoration, and ensure public convenience. The instructions were issued during a coordination meeting chaired by Additional Commissioner (Development) Lokhande Snehal Sudhakar on 8 July 2026.

Key Details:

• Utility agencies including BESCOM, KPTCL, BMRCL, BWSSB, GAIL, OFC cable companies, and other departments were instructed to coordinate infrastructure works instead of working independently.

• Departments must submit annual action plans to the Corporation detailing ongoing and proposed works, project locations, responsible agencies, and implementation timelines.

• Agencies have been directed to jointly plan road asphalting, utility cable laying, water supply, sewerage, gas pipelines, and OFC works before road excavation begins.

• Road-cutting permission will be granted only after applications are submitted through the MARCCS software and prescribed road restoration charges are paid.

• Emergency road-cutting works must be reported to the concerned Executive Engineer before commencement.

• No permission will be granted to excavate roads newly developed under CMIDP, CS-SIP, and other government-funded schemes for one year after completion.

• Agencies have been instructed to complete all pending utility works before upcoming arterial and sub-arterial road development projects begin.

• Roads must be restored immediately after completion of works according to prescribed quality standards.

• Mandatory public safety measures such as barricades, warning signs, lighting, and traffic management must be provided during construction.

• BESCOM, KPTCL, and BWSSB have been directed to remove leftover poles, pipes, cables, boxes, and other materials from roads and footpaths after completing their works.
