DCM D K Shivakumar Announces ‘Bhoo Guarantee’ Package for Bengaluru Citizens

Deputy Chief Minister D K Shivakumar has announced a series of Bengaluru-focused civic and property initiatives under the proposed “Bhoo Guarantee” programme. The package includes discounted B Khata to A Khata conversion fees, expansion of building violation exemptions, e-Khata outreach drives, Shivaram Karanth Layout site allotments, Green Bengaluru plantation activities, BDA housing sales, and infrastructure updates.

Key Details:

• The “Nanna Khata, Nanna Hakku” campaign will begin on May 16.

• Citizen Open Houses for e-Khata services will be held every Saturday for three months.

• Open Houses will operate at 50 locations across the city’s five corporations.

• The e-Khata system currently includes over 23 lakh digital property records.

• Property owners converting B Khata to A Khata within 100 days will receive a 60% fee discount.

• Conversion fees are reduced from 5% to 2% of guidance value for eligible applicants.

• Building violation exemption limits for height, FAR, and setbacks have been increased from 5% to 15%.

• Occupancy Certificates may be issued upon payment of penalties for eligible violations.

• A One-Time Settlement (OTS) scheme will open from June 15 for certain properties in layouts without BDA approval.

• Applications under the OTS scheme will remain open for three months.

• 18,000 sites are being allotted to landowners of Shivaram Karanth Layout.

• Site possession process begins from May 15.

• BDA will conduct a “Green Bengaluru” programme on June 27 involving plantation of 15 lakh saplings.

• BDA has announced sale of 1,900 housing units in Whitefield.

• Applications for BDA flats open from May 15.
