Comprehensive Plan Proposed to Beautify Spaces Under Flyovers in Bengaluru

The Additional Chief Secretary of the Urban Development Department, Tushar Giri Nath, has directed officials to prepare a comprehensive plan to beautify and develop spaces under flyovers across Bengaluru, including landscaping, parking facilities, and waste transfer infrastructure.

Flyover Space Development

  • Develop under-flyover spaces through:

Landscaping and planting

  • Parking facilities
  • Waste transfer stations

These spaces currently remain underutilized and affect the city’s visual environment, prompting the need for structured development.

Urban Greening Measures

  • Departments including Municipal Corporations, BDA, BWSSB, and Metro were instructed to increase plantation efforts and maintain greenery.
  • Bamboo plantations are proposed along roadsides and lake surroundings.
  • BWSSB was instructed to develop plantation plans around STP (Sewage Treatment Plant) facilities.
  • The Forest Department has been asked to identify locations and provide a cost report for establishing Tree Parks.

Parking Policy Review

Officials were directed to:

  • Conduct a comprehensive study of parking systems across the five city corporations under GBA.
  • Prepare clear parking regulations.
  • Assess possibilities of utilizing roadside vacant land or private plots for parking.
  • Propose incentives or facilities for landowners who allow parking use.

Dedicated officials will also be appointed in each corporation to oversee vehicle towing operations and removal of abandoned vehicles.

Waste Transfer Infrastructure

  • Second-stage solid waste transfer stations have already been established in three zones.
  • Construction is in progress at four additional locations.
  • Tenders for eight more locations are planned.
  • District authorities were directed to expedite the transfer of government land required for the facilities.

Where land availability is limited, officials were instructed to consider mini transfer stations.

Additional Directions

The Chief Commissioner Maheshwar Rao highlighted the need for:

  • A special enforcement drive against illegal roadside parking.
  • Strengthening urban greening initiatives by planting and maintaining a larger number of saplings during the current year.
