25 Lakh Properties Digitised, 9 Lakh e-Khatas Issued; Free Special e-Khata Drive Launched: DCM D.K. Shivakumar

Bengaluru, Feb 9:
Deputy Chief Minister and Bengaluru Development Minister D. K. Shivakumar announced that 25 lakh properties across Bengaluru have been digitised and 9 lakh e-Khatas have been issued. All civic bodies have been instructed to launch a free special e-Khata campaign.

He was speaking at Vidhana Soudha after distributing Khata certificates to beneficiaries.

Key Announcements

• Digitisation & Transparency:

All property records are being scanned and brought under the e-Khata system to prevent tax leakage. Records are verified via Kaveri software at sub-registrar offices and linked with Aadhaar.

• No Bribes:

Citizens can obtain e-Khatas without paying any bribe, with delivery ensured to the doorstep.

• B-Khata to A-Khata:

Under the Uniform Land Record Management System, conversion from B-Khata to A-Khata will be completed within 15 days. About 7,000 applications received so far; on-site verification will be done.

• Pending Khata Cases:

1.20 lakh applications received from owners holding sale deeds without Khatas; 60,000 approved, 40,000 rejected, 15,000 under process. Rejected cases are being re-examined.

• Nambike Naksha Scheme:

12,000 maps issued, reducing corruption and speeding up services. Under OTS, penalties and interest were waived, benefiting 2 lakh people. ₹1,200 crore collected in the GBA area.

• Premium FAR:

Legal hurdles cleared; uptake has begun with an expected ₹1,000 crore revenue.

• Infrastructure Updates:

White-topping: 150 km, ₹1,700 crore, nearing completion; Phase-2 at ₹7,500 crore to start soon.

• Black-topping: ₹690 crore works to begin.

• Water supply: 775 MLD Kaveri water supplied; ₹7,000 crore invested; tanker supply and Sahaja Kaveri instalment scheme implemented.

• Projects: DPRs progressing for tunnel roads, Bengaluru Business Corridor, 44 km double-decker corridor (₹9,000 crore); buffer-zone roads underway; ₹50 crore earmarked for street vendors.

• Site Allotments:

In Shivaram Karanth Layout, 17,000 sites will be allotted to landowners (out of 34,977 formed). A single-day allotment event is planned as BDA completes 50 years.

• Elections:

GBA elections for five corporations are being pursued; ward delimitation and reservations are complete.
